Goal

Improve service quality of potential post-mortem organ donors for a national or federal government organization

People often put off participating in something, even when it's clearly a worthwhile cause such as post-mortem organ donation

Participation in post-mortem organ donation is increased from a minority to a majority of potential donors through amending the method of voluntary consent from 'opt-in' to 'opt-out' Donors effectively elect to donate organs 'en masse' because they must take a decision against doing so. They become decisive and sign up by doing nothing
